Levi's are weird when it comes to sizing. I'm a 36, occasionally 38" waist but the Levi shop always suggest I go for 34" and they just about fit.
It's an intentional strategy to make customers feel good about their waist size.

Sadly my broad mind and narrow waist swapped places in 1999.
Since then it's been beige pants with an elasticated waist all the way.
