It has taken City near to one billion pounds to win a title and an FA cup.

Money can buy success, but a solid infrastructure and management is a much more sure / less risky way of achieving it.

Exactly, imagine the fallout if the Arabs pull the plug, from Champions league to Conference league a~la~Rangers, bring it on.

That's right ...when the Arabs have had enough of their toy .... city will plummit further down than us. Literally every player at the club could not be paid. Can't wait for that to happen.
Meanwhile you can field a nice team with limited budget if you spot talent and use them correctly.... e.g. Swansea, Wigan, Southhampton.
Stoke have spent alot of money on donkey's alright.....so have Sunderland ....both of those clubs can't spot talent ....IMO.

Spurs as well - Harry just bought as many players as he could get his hands on and hoped he could field a strong team out of it.
