Like I said, it's an inexact science so making the decisions as to who gets out and who doesn't is subjective - and they are statistically likely to get it wrong sometimes. So do we kill everyone who has a problem to be on the safe side?
If so, who decides who has a problem - and how?
Natasha for example is frequently seething. That doesn't sound particularly stable. Perhaps we could start there to test the principle?

It's too easy to blame Mr Plod when these nutters have a breakdown and kill some innocent person who just happened to be in the wrong place at the wrong time. Whenever this sort of incident occurs the press always make a big issue of the fact that Plod was told weeks ago that so and so was a fcuking headcase.

Mr Plod does have the power to detain anyone on the street under the mental health act but their powers only extend to taking them to a place of safety where they can then be medically examined. The only options at Plod's disposal are to take the suspect to a police station or hospital and then it is in the hands of the doctors.

A doctor can authorise somebody to be sectioned under the mental health act if they deem them to be a threat to themselves or others. They are then taken away to a secure unit where they are medically assessed. Plod has no further part to play at this point.

If the Doctors deem the person to be compos mentis then they can authorise their release back into society. Invariably, some who have been released then go on to murder innocent people.
